This pull request introduces a new script called
vmr-tools.sh. This script handles running standalone tools ineng/toolswith advanced options--with-packagesand--with-sdk.The pull request also modifies the
detect-binaries.shscript to usevmr-tools.sh, and it modifies theprep-source-build.shscript to remove setting defaults for--with-packagesand--with-sdk, as those options are now handled by thevmr-tools.shscript.
