I just published https://github.com/marketplace/actions/test-action-3 and afaict there were no extra steps that I needed to do in order to do it. And it was definitely automatic. I think -Each repository must contain a single action.

I'm not sure this is a real requirement... At the very least, the GitHub Actions organization violates this:
GitHub codeql-action definitely doesn't conform to this:
At least Endor Labs Scan has multiple
action.yml
filesI certainly haven't seen anything preventing it.
