Can we disable pending state for second check when PR title check fail

Hi team,

I have a problem and need some help :-)

Event: The second check will make the GitHub action always in the pending state.
As you can see, in this case, we can't tell whether the action was triggered because of the commit just push or PR title action check fail.

Is there any way we can make PRs (without WIP prefix) ignore the second check.
