application does not work, error trying to connect: The required certificate expired/expired when checking by system clock or by the time stamp in the signed file. (os error -2146762495) and also the domain https://api.nextchat.dev/api/proxy/openai does not work.

As they said in the posts above, you need to change https://api.nextchat.dev/api/proxy/openai to https://api.openai.com/ in the app settings and everything will work. If you are in a country where OpenAi does not work, you need to use VPN.

It doesn't work and doesn't help I've already tried a bunch of vpn services everywhere gives an error.

You are probably using some public (free) VPN that is blocked in OpenAI.
Buy inexpensive VPS hosting in the US or EU. And install your own VPN on it, for example on Outline VPN.
